Since the API proposed in HADOOP-1701 is changed and the RPC change in 
HADOOP-2184, I come up a patch based on 1298_2007-10-04_1.patch.

20071116b.patch:

- There are no user management.  User name and a list group names are obtained 
from RPC.  NameNode maintains name-to-serial-number maps for saving memory.

- For FSImage and FSEditLog, user names and group names are written as strings. 
 The name-to-serial-number maps are not stored.

- java SecurityManager and Policy are not used for better NameNode performance. 

- 20071116b.patch depends on HADOOP-1701 and HADOOP-2184.
