No, you can add datanodes at any stage. Once the datanodes are added,
newly created blocks will be placed on those new datanodes. However,
currently, blocks existing on older datanodes are not migrated to new
datanodes in order to rebalance the datanodes. There are some
proposals to implement this in future versions.
