Yes.

In principle, there's no reason why not. Try it. Here's a general
guideline: the less packages you use, and the less complicated
these packages are, the smaller the likelihood of running into
incompatibility problems. Hence, my guess is that seminar is likely
to give you less trouble with Hebrew than prosper or beamer.

In a recent release of IvriTeX, Tzafrir added some support that
should make prosper run smoother with Hebrew. I never tried it.

Finally, just because there exist special "presentation" packages,
it doesn't mean you have to use them. I don't. All that's really
needed is to adjust the margins so that your output document will
be the right size to fit a screen. If you want an example of how
this is done, look at the sources of my two Haifux presentations,
both of them done in Hebrew (and other languages) with LaTeX.

P.S. D. P. Story's excellent article, "Using LaTeX to create
quality PDF documents for the World Wide Web", is presently
unavailable from its usual location that is linked to from the
Haifux web site. I don't know if this is temporary, or if the
article is gone forever. However, a google search shows that a
copy exists at: http://www.tltsu.ru/archive/TeX/hyper.pdf
