As you may already know, HSpell is a free spell-checker and morphological analyzer for Hebrew, written by Nadav Har'El and I, and released under the GPL. http://ivrix.org.il/projects/spell-checker/
During the years since it was first released, people asked me whether HSpell could check Hebrew vocalization (Niqqud). Sadly, it does not. More importantly I would see a free Hebrew text-to-speech application. Professor Uzzi Ornan has graciously agreed to help YOU help US accomplish these remote goals, some day.
