According to https://lists.dulug.duke.edu/pipermail/yum/2005-July/006996.html our problem CAN be caused by a faulty transparent proxy that does not like forwarding http byte-ranged requests. Such proxy would not harm complete wget or normal browsing.
I have no idea whether this is the case here, or if it is endemic to CS.
