Not very sure what's the issue in this ticket. 

With the default zk implementation, the counter should be sync among all bsp 
tasks. 

If we just want bsp master to know the current count (superstep value) that bsp 
tasks sync to, placing a watch on zk (pointing to /bsp/job_id) and process() 
after get notified should work.  

But I may misunderstand the issue.
