Most likely when Ruby does, I'm sorry to say. Character encodings are very tricky to deal with, and unless there's some library out there that could function as more or less a drop-in replacement, it's not feasible to implement, as we'd have to do it ourselves.
I'm interested in hearing what specific problems you're having, though, in case there's some workaround you can use.
