Hampton - the whole point is that "one" of the navigational elements is highlighted, and which one is determined by the id of the body element. So that css with a bunch of #id selectors is one case when that abuse is "ok".
It does look a bit wrong to allow multiline selectors, but on the other hand the example that started this thread is a valid case when such a feature seems more suitable. When writing this post, first I just wanted to vote "no". But after remembering that I also use that css technique elsewhere, and that its a valid case - I would vote "needed".
