There is such thing in CSS! Even the official developers of IE7 ask users to use conditional execution in css instead of hacks like "* html", ">" and so on. http://blogs.msdn.com/ie/archive/2005/10/12/480242.aspx
But, it looks that there is no such thing in SASS.
