This isn't a bug, it's a consequence of the rule that multiline blocks 
must have the pipe even on the last line, a rule which is in place to 
discourage people from using multiline blocks in the first place. If you 
really need to put two multiline blocks next to each other, put a 
comment (-#) in between. Your particular example would be better written as

%p
  three
  lines
  of text
%p
  another
  three lines
  of text
%hr

though.
