This appears to be a problem with the Mozilla addons site. I have an issue open on the forum about it, but so far there's been no response: https://forums.addons.mozilla.org/viewtopic.php?uid=2736056&f=7&t=1084&start=0 .
If I don't get a response via the forum tonight, I'll start pestering them via other means.
