Nathan - thx. the Welcome Sign In is wrapped in quotes thus the href fails to render as nothing more than plain old text without the link.
I did dig into the source and have noticed this behavior in a number of different places not just the short example I gave. I have noticed it if I view in firefox and inspect source i see < and > instead of the"<" or ">". I will see if I can hunt this down.
