It's because ssl-cert-snakeoil.key is a generated file, created by make-ssl-cert on the install of the ssl-cert package. apt-file has never indexed such files, to my knowledge. I'm not sure if there is a good way of working out this sort of thing, since the only place I can find ssl-cert-snakeoil.key referenced is in the post-install script of the ssl-cert package (/var/lib/dpkg/info/ssl-cert.postinst).
