Yes it depends on the licences but all of them have some requirement, in
the case of GPL 2 (the most popular Free and Open Source Licence )
grosso modo : 

- All the software you are packaging must be under a licence compatible
with GPL (all the licences must not "reduce or remove" the freedom of
the user)
- All the modification you did to the software must be available in the
form of source code
- Binaries can be distributed but it is not necessary, only source code
is necessary

I will propose to do a presentation to HUS in december just about that
subject, I should also be accompanied by a vietnamese lawyer. stay on
the list to know more about the event
