poEdit can pull fizzy matches from locale directories on your current system; you can go to Edit->Preferences->Translation Memory->Generate Database to set it up ( you need to confirm / tell it where your local 'locale' directories are) To answer your question directly, though, I'm not sure how you would go about downloading other applications' locale gettext information en masse (short of installing the applications and adding the target language to your system). Launchpad.net apparently has the advantage of having all the translations from all applications available for match checking.
