YES!
Overall, unskilled Vietnamese workforce is skillfull and Unix/Linux
sysadmins are not an expection.
All I can tell you is that the situation is Vietnam is exactly the
same like you he has written.
Some blames that Vietnamese engineers can not do the job well because
of the bad education system.
Which is quite true but it has a historical reason. Nguyen Thien Nhan
is not the one to be blamed.
When he was there, the education system was there and bad.
