But to ease non-technical end-users appropriation, Ubuntu gives them a way to change through a privileged application. Since Ubuntu 8.10, these privileges are now managed differently. Before you have to choose between giving every privileges or none of them. But now you can choose more precisely what you want to allow or not. Check this in System / Administration / Authorizations.
