The article mentions that the eavesdropping effort targets SE Asian governments - is VN one of them? Given the description of the attack vectors: opening an email attachment, visiting a malicious website, it would seem this system propagates by windows executables, and perhaps Internet Explorer. Will this add impetus to the VN govt's moves towards FOSS?
