DOC: quic: fix misspelled tune.quic.socket-owner
Commit 511ddd5 introduced tune.quic.socket-owner parameter
related to QUIC socket behaviour.
However it was misspelled in configuration.txt in 'bind' section as
tune.quic.conn-owner.
