reqrep/general regex issue

Running the latest 1.3.x and have several reqrep lines in my config.  No
issues with rewriting /foo/(.) but I just want to rewrite:

/foo to /fubar/foo

and the regex that I *think* should work is not doing the job.

Any help appreciated.
