errorfile 403 and haproxy return 200?

When I use errorfile 403 /etc/haproxy/403.html, the haproxy(1.4.16ss)
will return HTTP/0.9 200 OK to the client not HTTP/1.0 403 Forbidden.

Is this a bug?
