If you are using anycast, why not just let the routers load multiple routes to the destination IP, and let it do 'load balancing', rather than adding another layer of complexity?

Not sure how you do that with BIRD, but you can use the 'maximum-paths' option on a Cisco router to allow more than one BGP route to a particular destination subnet to end up in the routing table.
