A few suggestions:
- run a recent kernel (I would run latest stable 3.10, but YMMV)
- use a recent haproxy build (post fa8e2bc68 or July 23th snaphost+)
- use splicing



As for the NIC, I can't give any recommendations myself, but I would
suggest to read this blog post from cloudflare:

Cloudflare runs huge anycast reverse proxies all over the world with
nginx. The seem to adopt Solarflare SFC9020 NICs in their latest platform,
and I suspect they did a *lot* of testing.
