I think that what you're looking for is an API. There are some in some
commerial products (eg: we have one in the ALOHA) but I'm not aware of
any free one. One of the reasons is that such APIs are generally designed
in collaboration with customers to match their exact needs, so you could
even end up with very different implementations depending on the vendors.

Probably that you should look around for some products offering such an API
and evaluate them.
