Interestingly I can't get an 'SC--' with a <NOSRV> when doing tcp-request connection reject. I'll dig a bit further. Is there any other scenario that might cause an SC-- termination state with <NOSRV>?
For example, it can happen when a configuration is split in frontend/backends and no backend was used for this specific request (no "default_backend" and no matching "use_backend").
There are several situations which can produce this, having the configuration would really help.
