My apologies but I spoke too soon - it turns out that in 1.6-dev1-0e0dc1-22 it does work from time to time only. 5 requests in a row ill be rejected, then 3 will be allowed, then 2 rejected, then 4 will be allowed, then 2 rejected, 3 allowed and so on. It's rather mixed up on 1.6 with no clear patterns.
