Yep. After the last server was replaced, it ended up on a network without IPv6 connectivity, so the host was moved on my DSL line. This server will be replaced again in the upcoming weeks. That said, I'd have expected about 5 times the speed you're seeing, but a quick test here shows the same thing. I'm seeing that my front reverse proxy has a very low client.sndbuf that avoided timeouts upon long retransmits on the old line, I'm now increasing it to see if things get better, but first I'll update haproxy, it's a good opportunity to restart it.
