You are right. ALPN is supported only in OpenSSL 1.0.2. Debian stretch will have it, in the meantime, you will statically (you can find instructions in README [1]). have to compile openssl-1.0.2 and link haproxy to it Latest stable Ubuntu release should have openssl-1.0.2 as well, if thats an option.
