Hmmm, if https://host1.example.com/test_location/ is working and is caught
by the "path_beg /test_location/" ACL doesn't that mean that the underscore
does not cause any issues for the path_beg ?

I guess you can also try:

 acl userpub15_1s  path_reg ^/test_location[/]?$

and dump the path_beg one.
