No, it's not provided for windows. It's supposed to be possible to build
it (at least it used to), but nobody does this since this platform offers
very poor networking performance compared to anything else you can find
for free!

No there is no such thing, it's free software. However if you need some
help to set it up and want a commercial version you can always go to
haproxy.com but you won't get any windows version either :-)
