We might also want to move the "XXH3" defined in
include/haproxy/compat.h to include/haproxy/xxhash.h; see 967e7e79a
("MEDIUM: xxhash: use the XXH3 functions to generate 64-bit hashes").
Just to have all of our xxHash related defines in a single file.
