Well 1.6 is end of life. https://www.haproxy.org/ You should replace haproxy-1.6 with 2.4, IMHO. https://haproxy.debian.net/#?distribution=Ubuntu&release=bionic&version=2.4 How to handle ppa can be searched in the Internet, here a example page from the internet search. https://linuxhint.com/ppa_repositories_ubuntu/
