+ added hb_compExprReducePower() and compile time optimization for:
<NumConst1> ^ <NumConst2>
+ added compile time optimization for:
<NumConst1> % <NumConst2>
when <NumConst1> or <NumConst2> is not integer value
NOTE: both optimizations are not Clipper compatible and disabled
when -kc compiler switch is used
