Makefiles instead of being in /contrib/Makefile.
This way it's modular, anyone can easily find out
any platform/compiler dependencies and the central
Makefile is easier to manage since it's global for all
platforms/compilers.
As a side effect HB_WITHOUT_ODBC, HB_WITHOUT_ADS now
behaves similarly on all platforms.
