Maybe I'm wrong, but I assume any developer seriously considering software development on his own, _can_ read a readme and setup a compiler adequately. If not, much worse problems will arise pretty quickly along the development process.

Had you read INSTALL, you could have found it out by yourself ;) They could also work with normal command shell, but some features won't be available, plus some complications need to be solved, so I opted to completely leave that road for clarity.
