Limited distribution of only statically linked binaries in LGPL is not
a restriction but sth what increase final user rights.
Just simply they should be free to fix bugs or apply extensions using
newer versions of LGPL libraries. Distributing statically linked only
binaries close such possibilities for final users so I do not believe
that it will change in the future and FSF reduce final user protection.
