* utils/hbformat/hbformat.prg
* utils/hbformat/hbformat.ini
* if "nEol" option is 0, the EOL is set to OS default value
* new option added - lFCaseLow ( default - no ). If yes, the file name
is converted to lower case.
* A limitation for file mask has been introduced - *.* is rejected now
( it may be dangerous ).
