I see the most simple way to have "real" DOS or Win9X by installing ex.
VirtualBox.

Have you tried?

I've tried to install W98se under VBox to run my son's old games but
since VBox doesn't manage W9x "cpu halt" issue it's almost impossible.
I've read that VMWare manages it but the point is that I can't think
why anybody should want to use DOS or W9x as "host" environment to
develop Harbour apps.

I had Win9x running with no problem inside
MS Virtual PC (now free) on my XP machine.

Of course you need a Windows machine for that.

For real DOS there is DOSBox.

Not to mention those good old C-64 games!
