! fixed hardcoded for windows shortcut (Change~1) ChangeLog name
in DOS OpenWatcom builds so now it's possible again to create
such builds in real DOS without LFN support
This doesn't work on NT as DJGPP MAKE (which is used with watcom/dos)
on NT will get a wildcard match for 'ChangeLog' long name and
that will be used in hbpp.exe and fail.
So we need to find a way to force short name for dos/watcom
on NT shells.
