* harbour/src/common/hbwince.c
+ added GetEnvironmentVariableW() - it fixes WinCE builds after recent
ANSI to UNICODE function conversions. In WINCE such functions do not
exist.

* pacified MinGWCE warnings
* harbour/src/rtl/dateshb.c
+ added HB_TTOD() and HB_DTOT() functions
