I think padding with CHR(0) is the best choice in raw mode. This way function has more extended functionality than RTE or NIL, but it is still raw. More complex algorithm like encoding last 64 bits once more (or very similar ciphertext stealing algorithm) does not sound raw and can be easy implemented in .prg level if required.
