They are, and while I still think a programming language 
like Harbour can be useful and usable in a lots of ways 
without a self-developed IDE or "Visual" IDE, such IDE 
should be developed by someone in the first place.

Usefulness isn't really the question here. Although for 
the fun of it, we may start to brainstorm what would be 
the most important properties of a good Harbour IDE.

To me:
0) Availability on OS X, Linux and Windows x86 and x64.
1) Very good editor with block editing capability, syntax 
   highlighting, possibly "intellisense". Project-wide 
   search and replace. Support for all CPs Harbour supports.
2) Integration with VCS.
3) Integrated build tool.
4) Integrated project management.
