I found the problem.
D:\harbour\trunk\harbour\include>copy hbiniseg.h d:\DEV\harbour\include
1 arquivo(s) copiado(s).
D:\harbour\trunk\harbour\include>
And now working fine.
Because initial process of making harbour not copying new file.
