Keep both as .uic is the cpp source form of .ui.
.ui is always required to edit and create .uic.
But compile hbIDE with HBIDE_USE_UIC.
This way .uic engine will get matured.
Generate .uic as
>uic.exe -o themes.uic themes.ui
In next commit, I will make default to generate dialogs with .uic.
