+ Added hb_iswinvista() to detect Vista and newer Windows versions.

+ Added HB_OSISWINVISTA() .prg level function with above meaning.
* contrib/hbwin/win_os.prg
% Changed to use HB_OSISWINVISTA() instead of hbwin specific
WIN_OSISVISTAORUPPER().
