On what basis is the frequency management "not very good judgement"?
Radio Marti is broadcasting to Latin America. VOA in English is broadcasting to the Far East. These two target areas are thousands of miles apart. It's very unlikely that listeners in either target area are experiencing interference from the other transmission. Unless the interference is being received *in the target area* then there is no problem. That's just the way things are on shortwave.
