Yes 4895 kHz is indeed Mongol Radio(Domestic Sc) . I heard it a few days ago around the same time using my SONY ICF 7600D rec. and the s/on tune was the same as that of Voice of Mongolia (External service).Not heard 4830 kHz yet.
