State broadcasters : QSLs part of domenstrating state power ... There is no reason why a state broadcaster like VOA or BBC World Service [high end, 12000 kw transmission power] or Radio Australia, RFI or RNZI (100 kw) should not provide QSLs.
Verifing reception is part of a state broadcaster's responsibility -- it is part of domenstrating that the state is still properly functioning. I would not expect a covert broadcaster like RFE/RL to provide QSLs at all... Similarly, religous broadcasters are not obliged to provide QSLs -- Vatican Radio aside.
