There was a paper in the IEEE about HF reciprocity in the mid 1980's which 
showed that HF reciprocity did not always exist. See:

"A new wideband HF technique for MHz-Bandwidth spread-spectrum radio 
communications" 

by B. Perry,              Communications Magazine, IEEE
              Volume 21, Issue 6, Sep 1983 Page(s): 28 -  36

A sinusoidal signal at constant amplitude (power), swept in frequency over a 
one MHz HF bandwidth, was transmitted from place A to B. Then B sent the same 
signal back to place A with roughly identical equipment. Both received signals 
were recorded (A's signal at B, B's signal at A). The two signal strengths did 
not always match with respect to frequency. A plot of the frequency response at 
A did not always look like the frequency response at B. The time difference 
between A transmitting and B transmitting was one second (i.e. A transmits to B 
for one second, B transmits to A for the next second, thus alternating seconds).

Peru, 4826.37, Radio Sicuani, 0952-1005  Although I had been sitting here 
for a
few minutes prior to 0952 and there was a decent carrier, the audio didn't
present itself until just now.  When that happened, I noticed just Spanish
comments from a male, with many mentions of "Peru".  Periodically the signal
would drop back into the noise and disappear for a few moments.  Overall

Mogadishu - Somalia's transitional government on Wednesday ordered 
three local private radio stations to stop broadcasting from the country's 
capital.

Mogadishu-based stations Shabelle Radio, Radio HornAfrik and the 
Voice of the Koran radio stopped broadcasting early on Wednesday 
afternoon, an AFP correspondent said.

"We have been ordered to close the radio station and we don't know 
why so far," Mohamed Amin, director of Shabelle, told AFP.

"I have called some government officials to ask them why the radio 
stations have to close but they said we could discuss the issue later," 
he added.

Government officials were not immediately available for comment but 
have in the past complained of pro-Islamist bias in the outlets' 
reporting.

The Somali government in January banned the same three Mogadishu 
broadcasters as well as Qatar-based Al-Jazeera satellite television 
network for 24-hours following the ousting of an Islamist movement by 
Ethiopia-backed Somali troops at the start of the year.

Somali officials are attempting to organise a national reconciliation 
conference to start on June 14, despite an increasing Islamist-led 
insurgency, including suicide car bomb and landmine attacks on 
prominent targets in Mogadishu.

Mogadishu 06, June.07 ( Sh.M.Network) The Somali government has 
issued a decree to close down three main FM stations in the capital. 
The decree orders Shabelle Media Network, Horn Afrik and IQK (The 
holy Quran Media) to shut down.

Reasons were not given for the closure.

These three radios have been ordered to shut down twice in the past as 
the Somali government accused them of exaggerating the government 
and Ethiopian military operations in Mogadishu, the Somali capital.

Horn Afrik and IQK went off air soon after they received the decree.

Shabelle Media Network is still on air as the decree has not yet been 
brought to it.

The decree was, however, read in Horn Afrik station before the closure.

We will keep you updated as the news develops.

Somali Radio Warsan in Baidoa was closed two days ago after the 
government administration in the farming town issued the decree to 
shut the FM down.

Pirate radio broadcasts delayed six takeoffs from Ben Gurion 
International Airport today.

The director-general of the Israel Airports Authority, Gabi Abutboul, 
halted all takeoffs temporarily because of disruptions in 
communications between the jets and the control tower, due to the 
illegal radio broadcasts.

The affected lines included Lufthansa to Frankfurt, El Al to Barcelona 
continuing onto Madrid, El Al to Paris, El Al to Rome, British Airways to 
London, and Turkish Airlines to Istanbul.

The foreign airlines were infuriated at the delays. Swiss's manager in 
Israel, Avner Gordon, was handling the case of a jet with 230 
passengers stuck on the runway, unable to take off.

"Before the state opens the skies to competition and brings in low-cost 
airlines, it has to handle the infrastructure," Gordon said. "It isn't enough 
to have a pretty, efficient terminal. The planes have to be able to take 
off safely. The nuisance of the pirate radio signals disrupting 
communications between the planes and the control tower must be 
handled decisively."

Apparently the workers concur. Labor representative Pinchas Idan 
threatened to call a strike from next week unless the communications 
disruptions are eradicated.

The police said they received a complaint from a Communications 
Ministry representative about a pirate radio station operating from 
Yehoshua Street in Bnei Brak, which was causing disruptions at the 
airport. The site was raided, equipment was confiscated and the owner, 
a 53-year old man, was detained for questioning, and released on bail.

    MONTREAL, June 5 /CNW/ - Reporters Without Borders today 
releases a
report of a fact-finding trip it made to Venezuela from 24 to 28 May to
examine the impact of the closure of Radio Caracas Televisisn (RCTV), 
the
country's most popular television station.
    RCTV's 53 years in broadcasting came to end at midnight on 27 
May, five
months after President Hugo Chavez announced that its licence would 
not be
renewed because it had supported the coup that briefly ousted him in 
April
2002.
    Widely condemned abroad, RCTV's closure was much more than 
just an
administrative measure. It was a political move without precedent in 
Latin
America, a key element in a government takeover of the broadcast 
media that is
part of a determined effort to control and occupy the entire public arena.
    Reporters Without Borders went to Venezuela to assess the 
consequences of
this event on press freedom and free expression in the country, 
meeting with
media owners, journalists, NGO representatives and political analysts. 
It also
spent RCTV's last day on the air at the commercial broadcaster's 
headquarters.
    The press freedom organisation found that the decisions to close 
RCTV and
transfer its terrestrial broadcast channel to a new public TV station,
Televisora Venezolana Social (Tves), were conducted outside of all 
regular
legal channels and in defiance of the jurisprudence established by the
Organisation of American States, to which Venezuela belongs.
    Reporters Without Borders intends to refer this matter to the United
Nations Human Rights Council, the Inter-American Commission on 
Human Rights
and the Council of Europe.

KBS out of Soule south Korea at 02:44 ut on
9.559.80mhz. They had a program called marketplace on
and were talking about a new steel making process. Was
real nice to hear a new contry last night.(for me)
They were coming over via a BBC relay site.(don`t know
witch one) Good dx to all, Robbie in wyoming

WOW! Thats a country I have (seemingly) no hope of receiving here in the black 
RF hole of central florida. Very poor ASIA receipts here even with a voltage
