radio se emplear? una frecuencia ?nica para las emisiones para el exterior, 
posiblemente la de 9330, debido al escaso inter?s de los oyentes de esa 
emisora. Radio damasco emite en turco, iwrit, ruso, ingl?s, alem?n, franc?s y 
espa?ol. En programa en idioma espa?ol se inicia a las 22.05 para concluir a 
las 23.30 horas. Se utilizan las frecuencias de 9330 y 12085 kilohercios.

  Ukraine.  Radio Ukraine International has announced schedule changes as of 
September 23. The one-hour programs in English will be broadcast at 14, at 19 
and at 21 hours on 5830 kHz, 
  at 00 and at 03 hours on 5820 kHz, at 05 and at 07 hours on 7420 kHz and at 
11 hours on 9950 kHz. The DX Program starts at the 12th minute of the 
broadcasts Saturday at 14 , at 19 and at 21 hours and Sunday at 00, at 03 and 
at05 hours, narrating Olex Yegorov.
   
  Germany. The historic transmitter in Berlin ? Britz, which had earlier 
operated for long years on 6005 kHz as Radio RIAS discontinued its 
transmissions after a fire on July 17, 2007. Most likely it will not be 
restored and will be closed down for ever.
   
  Russia. Valery, holding the call signs RA3GF and RN3GF has announced in the 
?Open DX? Forum on the Internet that after introducing the Internet Service 
through the 220V power line, BPL. by the company Spark, ham radio 
communications have become practically impossible in the town of Rostov-on-Don 
due to enormous interference. Even the local powerful broadcast stations cannot 
be received.
   
  Ascencion Island. The new frequency of the stations broadcasting from 
Ascension Island to Sierra Leone and Liberia under the names ?Star Radio? and 
Radio ?Cotton Tree News? is 13760 kHz used from 07 to 08 hours.
   
  China. A super DX reception occurred on September 7 when China Radio 
International was received in Sofia at 17 hours on 1521 kHz with a program in 
Russian.
   
  Pakistan. Radio Pakistan was reported from 15.15 to15.45 hours on 4836 kHz 
with a program in Dari. News in English can be heard 9380 kHz.
   
  India.  All India Radio is soliciting reception reports for its out-of-band 
broadcasts on 10330 kHz from 00.25 to 04.35, from 09 to 12 and from 12.45 to

Azerbaijan, Baku / ?rend corr E. Huseynli / Russia?s technical contract 
on mutual broadcasting of TV channels has been submitted to the 
Azerbaijan National Television & Radio Council (NTRC), a member of 
the working group on mutual broadcasting of Azerbaijani and Russian 
TV channels, Gafar Jabiyev, reported on 24 September.

?After we become familiar with the contract from Russia we will 
respond,? Jabiyev said.

During the meeting of the Council held at the beginning of January it 
was decided to terminate the translation of the Russian ORT and RTR-
Planeta channels, as well as the Turkish STV channel, in Azerbaijan. 
Broadcasting of ORT was stopped on 10 July, and broadcasting of 
RTR-Planeta was extended, after Russia applied to Azerbaijan but on 
the condition that an Azerbaijani TV channel would be broadcast in 
Russia. The working groups dealing with the case of mutual 
broadcasting have held two meetings and the initial project on mutual 
broadcasting has been coordinated. Technical contracts were 
developed to achieve mutual agreements. Azerbaijan presented its 
options 2 months ago. The chairman of NTRC repeatedly stated that in 
case a common agreement was not achieved, broadcasting of Russian 
RTR-Planeta channel via Azerbaijani national frequency would be 
suspended.

Azerbaijan considers the coverage area of Azerbaijani AzTV in Russia 
should be on par with the coverage area of RTR-Planeta in Azerbaijan.

Jabiyev did not release the details of the technical contract. He noted 
the contract indicates terms of broadcasting and payment. According to 
him, the contract is being considered at the Azerbaijan 
Communications and IT Ministry, Azerbaijan Justice Ministry, and AzTV 
channel. The responses on the contract will be submitted to the First 
Deputy Prime Minister, Yagub Eyyubov. The next meeting of the 
working groups will be set afterwards.

Benin (TWR/MNN) ? Trans World Radio's engineering team is making 
progress in readying the new transmitting facility in Benin, West Africa.

The transmitter and an air conditioning unit are on-site. Two additional 
containers with power generators and essential antenna parts are in 
transit and due to arrive in Africa in the coming weeks.

According to TWR, the team signed the license agreement last year, 
and TWR-Africa has persevered through several subsequent 
challenges regarding the transmitter project, including delays in 
ordering and receiving equipment and seeking out program producers.

Construction of the highpower medium wave (AM) station in Benin is 
making steady progress. Missionaries, including the Cox and Kennedy 
families, have been working hard to get the station operational. Paul 
Cox, a broadcast engineer, is overseeing the installation of the 
transmitter and other technical aspects.

Programming is scheduled to begin airing in December. Pray that the 
project goes smoothly so that the team can proclaim the gospel to the 
region soon.

>From CHINA- The first shipment of heavy fuel oil from China has 
arrived in N Korea. Chinese officials say that they have made big 
advances in monitoring food safety. China's environmental protection 
agency say all corporations must obey laws, and have gone after 
Unilever for violations. China says that negotiations are the way to 
resolve US disputes with Iran, and disapproves threats. IAEA chief El-
Baradei spoke out against US and French threats to attack Iran. The 
US is drafting a new series of sanctions to punish Iran for its nuclear 
development.
>From NETHERLANDS- An analysis of the banning of Blackwater from 
Iraq following the murder of numerous civilians- is the ban temporary 
and how would their absence affect the withdrawal of non-mercenary 
troops? Many in the Netherlands want Dutch troops withdrawn from 
Afghanistan at the conclusion of their 2 year agreement.
>From CUBA- Iran made an angry response to the French minister who 
suggested that the world should prepare for a war on Iran. Chiquita 
Banana was allowed to pay a $25 million fine for making payments to a 
right-wing Colombian paramilitary group. Former UN Ambassador from 
the US John Bolton said that Washington would support an Israeli 
attack on Iran, while a retired Army General said that there are ways to 
live with a nuclear Iran. Israeli warplanes have been flying over S 
Lebanon in violation of UN resolutions.
>From RUSSIA- A commentary on the Washington DC antiwar rally 
where 100,000 people demanded an end to the war on Iraq. US 
Defense Secretary Robert Gates said that the US was responsible for 
the collapse of the Soviet Union- most Russians disagree. According to 
recent surveys, Europeans think that the nation posing the greatest 
threat to world peace is the USA.
